Anti-hunger activists have long argued that food should be considered a human right since the world produces enough food to feed everyone. American leaders from John Kennedy to Henry Kissinger have spoken of a "right to food." On several occasions, the United Nations has called on countries to recognize the right to food, most recently at the 2002 meeting of Food and Agriculture Organization of the UN in Rome, Italy. At that meeting, delegates from 182 countries approved the "right to food" resolution, with only the United States objecting.

US leaders said they had no problem with the idea that the world should try to provide food for everyone but did not want the rule to be a mandate that would be legally binding for governments. Since that time, Israel has joined the US in taking that position.
